     By Ms. SNOWE (for herself, Mr. WEBB, Mrs. LINCOLN, and Ms. LANDRIEU):

   S. 2743. A bill to amend title 10, United States Code, to provide for the award of a military service medal to members of the Armed Forces who served honorably during the Cold War, and for other purposes; to the Committee on Armed Services.

   Ms. SNOWE. Mr. President, I rise today with my colleagues Senator WEBB, Senator LINCOLN, and Senator LANDRIEU to introduce the Cold War Medal Act of 2009. This legislation would provide the authority for the secretaries of the military departments to award Cold War Service Medals to the courageous American patriots who for nearly half-a-century defended the Nation, and indeed, freedom-loving peoples throughout the world, against the advance of communist ideology.

   From the end of World War II to dissolution of the Soviet Union in 1991, the Cold War veterans were in the vanguard of this Nation's defenses. They manned the missile silos, ships, and aircraft, on ready alert status or on far off patrols, or demonstrated their resolve in hundreds of exercises and operations worldwide. The commitment, motivation, and fortitude of the Cold War Veterans was second to none.

   Astonishingly, no medal exists to recognize the dedication of our patriots who so nobly stood watch in the cause of promoting world peace. Although there have been instances where medals or ribbons, such as the Armed Forces Expeditionary Medal, Korean Defense Service Medal, and Vietnam Service Medal, have been issued, the vast majority of Cold War Veterans did not receive any medal to pay tribute to their dedication and patriotism during this extraordinary period in American history. It is only fitting that these brave servicemembers who served honorably during this era receive the recognition for their efforts in the form of the Cold War Service Medal.

   Specifically, the Cold War Service Medal Act of 2009 would allow the Defense Department to issue a Cold War Service Medal to any honorably discharged veteran who served on active duty for not less than two years or was deployed for thirty days or more during the period from September 2, 1945, to December 26, 1991. In the case of those veterans who are now deceased, the medal could be issued to their family or representative, as determined by the Defense Department. The bill would also express the sense of Congress that the secretary of Defense should expedite the design of the medal and expedite the establishment and implementation mechanisms to facilitate the issuance of the Cold War Service Medal.

   The award of the Cold War Service Medal is supported by the American Cold War Veterans, the American Legion, the Veterans of Foreign Wars, and many other veterans' services organizations.

   With November 9, 2009, the 20th anniversary of the fall of the Berlin Wall which marked the beginning of the end of the Cold War, quickly approaching, Senator WEBB, Senator LINCOLN, Senator LANDRIEU, and I invite our colleagues to cosponsor this significant legislation to honor our Cold War Veterans.

I just contacted my state Senators from Wisconsin, Russ Fiengold & Herb Kohl, and asked them for their support and to consider co-sponsoring as well.

OK folks! Now that we have a bill number it's time to start writing, emailing, and calling our elected officials to make this a reality!

Excellent statement by Senator Snowe, and I particularly agree with her assessment that it is ASTONISHING that a medal has yet to be awarded to recognize Cold War Service. Kudos!

Of note also - especially for those who are busily composing their e-mails to their Senators - is her recognition (final paragraph) that the 20th Anniversary of the fall of the Berlin Wall  would be an excellent time to cosponsor this Cold War Medal legislation.

Don't forget to include this 20th Anniversary theme when writing to your elected officials - Senators and Congressmen/women alike, because it provides context (as well as a sense of urgency) as to why THIS year should be the year when a Cold War Medal is FINALLY realized.

 Here's a good suggestion on how to get the word out to fellow vets. If you go on the American Legion website you can search for local legion posts within 10, 20, 50, or 100 miles of whatever city you type in. It will then give you all the contact info for these local posts. Many have an email contact for the local post commander or adjutant.

I just sent emails to every legion post within a 50 mile radius of where I live asking that they please pass the word to their members and to encourage them to contact their elected officials. Many of these Legion Vets will qualify for the medal so hopefully we can get as many on board as possible.

Another suggestion when writing to your esteemed senators - Make sure to ask them to become actual co-sponsors to the Cold War Medal bill (S.2743). Forget the non-comittal, non-specific pledges of "support"; concrete, unequivocal support in the form of quickly becoming a CO-SPONSOR for S.2743 is the specific request that we should be asking when writing/e-mailing our Senators. The same will be equally true when writing our Congressman/woman (once we have a companion bill to which we can refer).

If you live in the below states, write your Senator and reference the the below Cold War Medal bill(s) they have previously Co-Sponsored.  If they Co-Sponsored a Cold War Bill in the past then hopefully they will Co-Sponsor S.2743 - the new Cold War Medal bill.

MISSION

The American Cold War Veterans is a nonpartisan 501c nonprofit veterans service organization incorporated in the State of Florida and founded on August 18, 2007 at The Truman Library in Independence, MO. As a group we are dedicated to all of our Brother and Sister Veterans, with special dedication to those who served during the Cold War era September 1945 to December 1991. Our Mission is to bring respect, recognition and awareness to Veterans of the Cold War era no matter what branch of service, whether active duty, reserve or National Guard. We are committed to honoring the sacrifices made by millions of American men and women during the Cold War, especially those who paid the ultimate price of life or liberty. We intend to see that the Cold War's history is completely and accurately understood by people everywhere. We are united in these goals and speak with one voice.


NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.
