Just wondering, since the President was so supportive of a CWM in his letter to the ACWV and the Secretary of State was always so supportive of our cause, has anyone from our leadership approached them about creating a CWM by Executive Order?

Also, has there been any movement from our supporters in the House and Senate to bring a CWM Bill to their respective floor?

Just trying to get a feeling where we stand, because it feels like we're dead in the water.

Ok here is what I know, which is not a whole lot. When Senator Clinton moved to Secretary of State some of her staff
went with her, and the rest did not. In her new position she is really not able to push very hard in the begining stages.

I have heard no more from the Obama administration. Although I did get a very nice letter from Congressman Sestak, in which he stated his staff had infromed him that attempts were being made with the President's staff to have a medal
included.

Senator Collns is still very much on our side and I am working with some of her staff. They are still asking for
information (which I give them immediately) and are looking at our draft proposal.

I mentioned Congressman Sestak, and he is very much in favor of a Cold War Medal and stated that he had been
very vocal. He then said that if legislation is introduced he would comsponsor and back it. I do have contact with the
Congressman's MLA  so you might want to try him as well as ematil to the Comgressman. His name is Nathan Bell
Nathan.Bell@mail.house.gov

Congresswoman Pingree (D-ME) who helped me push the Cold War Victory Day through the Maine Legislature when
she was a member, and seems to be with us.

So now if we can continue to contact these members; especially those of you who live in Maine and Pennsylvania
ask them where they stand; would they introduce or cosponsor legislation right away. The NDAA is being put
together right now, so we can waste not time. By the time we hold our meeting and it will be finished.

Senator Snowe has been silent on the medal matter, she was a cosponsor last year, but have not heard a thing from
her so far, and my contact is no longer there trying to touch base with someone else now.

Everyone else keep on contacting your elected officials, make them get tired of seeing your name; mgiht get
a response that way <wink>

I'd like to suggest that members who support the Cold War Medal start sending emails and inquiries into some of the national media outlets. News organizations like ABC, CBS, MSNBC, etc. are always looking for suggestions for new stories.

I just went on ABC's website and clicked on their "comments & suggestions" section. I then clicked on "suggestions for new content" and sent an email suggesting they do a story on Cold War Veterans and the fact that these vets have not been recognized with an official service medal. I mentioned that it's a perfect time to do a special news piece on the Cold War since this year will mark the 20th anniversary of the fall of the Berlin Wall.

The more this issue is put in the national news the harder it will be for Congress and President Obama to ignore us.

For those on the forum that do not know, the President HAS answered and confirmed he would create the Cold War medal. He did so when he was a Senator in 2006 and also while on the campaign trail he answered direct questions from ACWV leadership. The responses verbatim are below and you will see he answers to more than just the question of the medal. 

Now the question is will he keep his promise to us? The media DOES need a push from everyone reading this that this is important and you can reference the President's promise. Will the media now think this is news worthy, will other veterans groups think this is worthy of standing with us?

Please accept my sincere apology for the delay in my response to your e-mail in support of the Cold War Victory Medal. I am still working on the challenge of responding efficiently to as many as 2,000 letters, e-mails and calls a day from my Illinois constituents.

I agree that the Cold War Victory medal would be an appropriate honor. The Cold War was a period that required both skilled diplomacy and military readiness. For veterans such as yourself, who had to be prepared to fight a war that most people agreed would be catastrophic, there certainly should be some recognition of service and willingness to defend and go to battle for the United States.

In each of the past two years, the Cold War Victory Medal has passed the House as part of its version of the annual defense authorization bill but has been stymied by influential members of the Senate Armed Services Committee. In both cases, members of the Senate Armed Services Committee chose not to include the Cold War Victory Medal provision in their version of the bill, and House negotiators have conceded to them during conference committee negotiations as well. I certainly share your hope that this impasse can be broken soon.

Again, I apologize for the inordinate delay in my response. I hope it will not deter you from staying in touch.

It seems that if we could get a provision into this year's NDAA, it would have a good chance of passage.  Does anyone know if this looks like it may be moving toward inclusion?  I write my senators and representatives pretty regularly, but only receive canned responses or none.

MISSION

The American Cold War Veterans is a nonpartisan 501c nonprofit veterans service organization incorporated in the State of Florida and founded on August 18, 2007 at The Truman Library in Independence, MO. As a group we are dedicated to all of our Brother and Sister Veterans, with special dedication to those who served during the Cold War era September 1945 to December 1991. NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.
