FYI: On floor vote and discussion today on Senate Amendment to add language to identify site and resources to interpret the Cold War! This is legislation that has failed in other congress' that would help identify facilities for interpretation and education as well as possible Cold War Museum and set up for memorial. the fact that the Senate has added this language is a good thing. Cold War is on the radar.


H.R.146 / S.22 - Omnibus Public Land Management Act of 2009

TITLE VII - National Park Service Authorizations"A bill to require the Secretary of the Interior to conduct a theme study to identify sites and resources to commemorate and interpret the Cold War."  Directs the Secretary of the Interior to conduct a study to identify sites and make recommendations for commemorating the Cold War.  Cost: $500,000 over the next 4 years.

Floor Situation:

The Senate amendment to H.R. 146 will be considered on the floor of the House on Wednesday, March 25, 2009, under a closed rule that provides for no amendments, one hour of debate, and requires a simple majority vote for passage.  H.R. 146 was originally introduced by Rep. Rush Holt (D-NJ) as the Revolutionary War and War of 1812 Battlefield Protection Act, which passed the House by a vote of 394-13 on March 3, 2009.  However, the Senate amended H.R. 146 to include the language of S. 22, the Omnibus Public Land Management Act, which was introduced by Senator Bingaman (D-NM) on January 7, 2009, and passed the Senate on January 15, 2009, by a vote of 73-21.  S. 22 failed in the House under a motion to suspend the rules by a vote of 282-144.  The Senate amendments to H.R. 146 passed the Senate on March 19, 2009, by a vote of 77-20.

I'm sure that each site will have a statue of Ronald Reagan, after all he won the cold war. This is another insult to those of us that served. How in hell can you put up memorials without recognizing the participants?

Final Bill that is passed both House and Senate at the end of March 2009. The bill approves section 7210 that provides for the study of Cold War interpretive assets and commemoration initiatives and call for Cold War Advisory Committee to be appointed. Good News!

Omnibus Public Land Management Act of 2009 (Enrolled as Agreed to or Passed by Both House and Senate)


SEC. 7210. COLD WAR SITES THEME STUDY.


      (a) Definitions-

            (1) ADVISORY COMMITTEE- The term `Advisory Committee' means the Cold War Advisory Committee established under subsection (c).

            (2) SECRETARY- The term `Secretary' means the Secretary of the Interior.

            (3) THEME STUDY- The term `theme study' means the national historic landmark theme study conducted under subsection (b)(1).

      (b) Cold War Theme Study-

            (1) IN GENERAL- The Secretary shall conduct a national historic landmark theme study to identify sites and resources in the United States that are significant to the Cold War.

            (2) RESOURCES- In conducting the theme study, the Secretary shall consider--

                  (A) the inventory of sites and resources associated with the Cold War completed by the Secretary of Defense under section 8120(b)(9) of the Department of Defense Appropriations Act, 1991 (Public Law 101-511; 104 Stat. 1906); and

                  (B) historical studies and research of Cold War sites and resources, including--

                        (i) intercontinental ballistic missiles;

                        (ii) flight training centers;

                        (iii) manufacturing facilities;

                        (iv) communications and command centers (such as Cheyenne Mountain, Colorado);

                        (v) defensive radar networks (such as the Distant Early Warning Line);

                        (vi) nuclear weapons test sites (such as the Nevada test site); and

                        (vii) strategic and tactical aircraft.

            (3) CONTENTS- The theme study shall include--

                  (A) recommendations for commemorating and interpreting sites and resources identified by the theme study, including--

                        (i) sites for which studies for potential inclusion in the National Park System should be authorized;

                        (ii) sites for which new national historic landmarks should be nominated; and

                        (iii) other appropriate designations;

                  (B) recommendations for cooperative agreements with--

                        (i) State and local governments;

                        (ii) local historical organizations; and

                        (iii) other appropriate entities; and

                  (C) an estimate of the amount required to carry out the recommendations under subparagraphs (A) and (B).

            (4) CONSULTATION- In conducting the theme study, the Secretary shall consult with--

                  (A) the Secretary of the Air Force;

                  (B) State and local officials;

                  (C) State historic preservation offices; and

                  (D) other interested organizations and individuals.

            (5) REPORT- Not later than 3 years after the date on which funds are made available to carry out this section, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes the findings, conclusions, and recommendations of the theme study.

      (c) Cold War Advisory Committee-

            (1) ESTABLISHMENT- As soon as practicable after funds are made available to carry out this section, the Secretary shall establish an advisory committee, to be known as the `Cold War Advisory Committee', to assist the Secretary in carrying out this section.

            (2) COMPOSITION- The Advisory Committee shall be composed of 9 members, to be appointed by the Secretary, of whom--

                  (A) 3 shall have expertise in Cold War history;

                  (B) 2 shall have expertise in historic preservation;

                  (C) 1 shall have expertise in the history of the United States; and

                  (D) 3 shall represent the general public.

            (3) CHAIRPERSON- The Advisory Committee shall select a chairperson from among the members of the Advisory Committee.

            (4) COMPENSATION- A member of the Advisory Committee shall serve without compensation but may be reimbursed by the Secretary for expenses reasonably incurred in the performance of the duties of the Advisory Committee.

            (5) MEETINGS- On at least 3 occasions, the Secretary (or a designee) shall meet and consult with the Advisory Committee on matters relating to the theme study.

      (d) Interpretive Handbook on the Cold War- Not later than 4 years after the date on which funds are made available to carry out this section, the Secretary shall--

            (1) prepare and publish an interpretive handbook on the Cold War; and

            (2) disseminate information in the theme study by other appropriate means.

      (e) Authorization of Appropriations- There are authorized to be appropriated to carry out this section $500,000.

NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.


The Medal was not created! Why?
