I've seen a lot of back and forth about CWVM or CWSM the last couple of days, but I have yet to hear anyone in the leadership indicate that they are in contact with the SecDef's office and will be discussing the issue with him.  It appears that everyone seems to thinks that Gates' answer to the question is going to magically change just because it is at the top of the list.  Reality check guys - Gates will ask his staff to prepare an answer for him on the issue.  The staff will research it and as all good staff officers do - they will determine what DoD's position has been on the medal.  Guess what guys - the answer they prepare for Gates will say that the medal is not appropriate, service during the Cold War is recognized by other medals, it duplicates other awards, and would be too costly.  So guess what the SecDef's response will be to the question...  The leadership has a very small window of opportunity to put the group's position forward to the SecDef before he responds to the question.  The group's entry is the fact that it is the top issue and you have information that would help the SecDef understand why it is the top issue and why it is important.  Your window of opportunity will most likely close by the end of this week.  If you have not succeeded in getting a briefing in front of him that responds to all of DoD's historical reasons for not supporting the medal - he most likely will simply repeat all of them yet again.  End result - there will be no medal and the goup will have won the battle only to loose the war.

Yes, I have placed this info before Sec. Gates. How long we have waited, our estimate of cost vs DoD
the fact that many many veterans served their tour and received no medal or award of any type.
In 2002 CBO estimated a cost of about 30 million over ten years.

DoD claims of $33.00 cost per medal are so way out of line.

Like I said, no reply yet.

Unless you have actually talked to someone in his immediate office in person or on the phone - the odds are that Gates has not and probably will not see the information you provided and you will not get an answer from him.

In the block by each of our screen names you can see the word "ACTIONS".

If you click on the box and scoll down to "Send Message" you and send a private message to Jerry with your POC and then I assume Jerry can get it to Dr. Tims and/or action it himself.

I fully understand not wanting to post that info for the world to see here.

DOD has not been contacted for one reason -- a bill was pending and we did not have anything to ask them about. Now we do -- asking them to support the CWSM legislation.  BUT our first move should be to contact the WHITE HOUSE.  If Obama wants to o it, then DOD will not fall back on "It's our policy."
In addition, Senator Jim Webb has his name on this bill, and he is chairman of the subcommittee that writes the personnel section of the NDAA.  We are not home yet on the CWSM, but DOD knows who Jim Webb is and they pay attention to him. Right now, we need to get him all the support we can (i.e., co-sponsors for S.2743, the Cold War Medal Act of 2009).  There are 96 senators who have not signed on yet.  So call, e-mail, and send them the CWSM postcards (available free by e-mailing me with your name and address at ftims@aol.com.) 
In addition to your senators, send postcards to PRESIDENT BARACK OBAMA.  Many of these will be forwarded to DOD for reply if you include your name and address with your (brief) message.  If they get these from enough people (you, family, friends, Legion/VFW/AMVETS members), they will PAY ATTENTION.

In any event, I'm interested to see how Sec. Gates will ultimately choose to answer the #1 approval-rated question on his Dept. of Defense poll.

Yes, time has come for Sec. Gates to speak.  Hopefully, his staffers will see the bills and take note of the CWSM being #1 on their survey, and treat it as a REAL issue that needs to be properly addressed.

I respectfully disagree. There is a past Congressional Resolution that authorized the DoD to create a Cold War Medal. The problem was it said "should" not "will". Rumsfeld chose not to. Gates could using that same authority right now to create the Medal without any of the current Bills in Congress.

With the poll question firmly in place, addressing the Cold War Medal issue directly with him makes sense. Then the ACWV can bring up our concerns about Reservist and Guardsmen being excluded.

By working this thru the DoD we could have a Cold War Medal approved and being issued before either of the current Bills get voted on.

NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.
