I just had a phone call from the Washington office of Maine Senator Snowe who today  introduced the bill today. I do not  have the
bill nu;mber yet but here is the press release

Snowe, Webb, Lincoln, Landrieu Announce Bill to Honor Cold War Veterans

                               

WASHINGTON D.C.U.S. Senators Olympia J. Snowe (R-Maine), Jim Webb (D-Va.), Blanche Lincoln (D-Ark.), and Mary Landrieu (D-La.) today introduced the Cold War Service Medals Act of 2009, bipartisan legislation to authorize the secretaries of the military departments to award Cold War Service Medals to American veterans.  To date, no medal exists to honor the men and women who served and defended the United States during the Cold War.

 

“From the end of World War II to dissolution of the Soviet Union in 1991, the Cold War veterans were in the vanguard of the Nation’s defenses,” said Senator Snowe.  “Although long overdue, this legislation will honor and recognize the American patriots who for nearly half-a-century defended the Nation against the advance of communist ideology in the form of the Cold War Service Medal. The commitment, motivation, and fortitude of these brave service members was second to none and their actions should be recognized in a long-standing military custom befitting their patriotism and service.”

 

“The millions of Americans who served in uniform in the armed forces during the Cold War, spanning more than four decades, were the living embodiment of our nation’s strategy of deterrence,” said Senator Webb. “In their efforts to preserve peace, hundreds died during isolated armed confrontations when the Cold War flashed hot at remote locations around the world. This legislation will appropriately honor those who served in an effort that resulted in the largest single expansion in the number of democratically elected governments in world history.”

 

“America’s Cold War veterans deserve every honor we can bestow upon them for their hard work and dedication to keeping our nation safe,” Senator Lincoln said.  “The Cold War Service Medal would allow military service members, veterans, and their families to receive the recognition and honor they rightfully deserve. I will continue to work with my colleagues to ensure our veterans receive the support and care they and their families need.  It’s the least we can do as a grateful nation.”

 

“For 46 years, we were engaged in a worldwide battle against communism,” said Senator Landrieu.  “During that time, there were countless heroes, who served in our nation’s Armed Forces and played a critical role in America’s triumph.  These men and women, who sacrificed so much for so many, deserve to be awarded the Cold War Service Medal in recognized of their faithful service to their country and tireless defense of freedom around the world.”

 

Specifically, the Cold War Service Medal Act of 2009 would allow the Defense Department to issue a Cold War Service Medal to any honorably discharged veteran who served on active duty for not less than two years or was deployed for thirty days or more during the period from September 2, 1945, to December 26, 1991.  In the case of those veterans who are now deceased, the medal could be issued to their family or representative, as determined by the Defense Department.  The bill would also express the sense of Congress that the Secretary of Defense should expedite the design of the medal and expedite the establishment and implementation mechanisms to facilitate the issuance of the Cold War Service Medal. The award of the Cold War Service Medal is supported by the American Cold War Veterans, the American Legion, the Veterans of Foreign Wars, and other veterans’ services organizations.

Jerry,

Great news buddy, and kudos especially to Senator Snowe and her staff for getting the ball rolling. Looks like the Senate bill will be off to a very nice start bi-partisan too, with Senator Snowe getting 3 Democrat senators to co-sponsor the bill. Fabulous! Might even sway Sec. Gates a little bit in the process of compiling his answer to the DoD Question contest they conducted a little while ago (with the Cold War Medal question being numero uno at 84.1%, crushing the other 98 questions).

On the down side, the two-year minimum service time (or 30-day deployment) requirement that is stipulated in the bill will no doubt be a great dissapointment for the reservist folks who didn't do a tour with the regulars before joining the reserve establishment.

DoD's usual medal standard is 30 days of consecutive AD or 60 days non-consecutive.  It will probably evolve into that standard.

With 4 U.S. Senators on board as sponsors/cosponsors, the Cold War Medal Act of 2009 is certainly off to a far better start than previous Cold War medal bills; the 2007 version only garnered 5 senators during the entire 2 year period, so having 4 right out of the gate is fabulous. I am assuming that Senate cosponsors of the previous Congress' Cold War medal efforts - Susan Collins (R - ME) and Chuck Schumer (D - NY) - will quickly become cosponsors again. (Too bad that Hilary Clinton's has the State Dept helm, or we'd have yet another cosponsor.

Now we just need some companion legislation out of the U.S. House, along with some bill numbers to reference for both bills, and we'll be ready to rock-n-roll. I believe that this year's special status, being the 20th anniversery of the fall of the wall, will be particularly helpful to our cause.

Yep that cuts me out.

None of the previous Cold War Medal Bills had the 2 year active duty requirements, just completion of their initial Service obligation which ensured draftees (2 years) and Reservists and Guardsmen (4 or 6 years drilling) were also awarded the medal.

If we had input at Senator's Snowe's office, why didn't we address this issue during the drafting of the Bill?

Count me in also as one who will be left out.  15 good years in the TNARNG and U.S. Army Reserves and no joy.  That will be good for about half that should qualify.  1971-77 TNARNG, 84-85 TNARNG, 85-93 U.S. Army Reserves + 3 years in IRR.  Oh, well....glad many that deserve it might get recognized.

 Here's a good suggestion on how to get the word out to fellow vets. If you go on the American Legion website you can search for local legion posts within 10, 20, 50, or 100 miles of whatever city you type in. It will then give you all the contact info for these local posts. Many have an email contact for the local post commander or adjutant.

I just sent emails to every legion post within a 50 mile radius of where I live asking that they please pass the word to their members and to encourage them to contact their elected officials. Many of these Legion Vets will qualify for the medal so hopefully we can get as many on board as possible.

Again I'll ask, we, the ACWV, were working so close with the Senator's office on this Bill, how did we miss the exclusion of Guardsmen and Reservists?

None of Hillary's bills had this requirement, if you qualified for the Cold War Service Certificate with your Military Service then you qualified for the previous bills' medal.

I feel totally let down by this.

If we were/are in so tight with Senator Snowe's office we shouldn't have and to change anything, it should have been in the original drafting of the bill.

Well gang, it was a hard battle to get it done this way. A lot of resistance in the other camps. I tried for 18 months and that was a no-go. Sorry did what I could but it seemed like this or nothing. Emails and phone calls back and
forth.

We knew that a lot would be disappointed, I will take my thirty lashes. 

Maybe someone else can convince their senator to make an amendment to change it. Give it a shot, all they can do is say no.

So you knew this was coming?

Since the start of this movement back when we were all in the CWVA and then when we broke away into the ACWV, the leadership has always said that we were fighting for a medal for ALL Cold Warriors, Active Duty, Guard, Reserve...

...and now this. They divided us and so now Guardsmen and Reservists get screwed. This isn't a victory, this is a defeat.

Did you think to consult the membership and advise us that Senator Snowe was going to drop the Reservists and Guardsmen?

So the last eight years I have spent writing letters to newspapers and politicians on behalf of the CWVA and ACWV, blogging about this on every military related sight I could find on the web has been for nothing, so my own group can forget about me and all the other Reservist and Guardsmen?

Let's get behind this.  I agree that a Cold War Service Medal should not have any different requirement than the current Global War On Terrorism Medal, which I see as a direct corresponding type of award.  This legislation is only a start.  The House needs to act.  Obama needs to sign it.  Fire out letters to those that can modify, not kill it.  This includes Sec. Gates.  Even after it is approved, it can be modified, as awards have in the past.  I don't want to leave any Cold Warrior behind.  But you eat an elephant one bite at a time.

Great news!!!

To My Brothers and Sisters in the Guard and Reserve,

I will keep up the fight. Your efforts in helping Us, wont go unrewarded.  Before the ink is even dried, I am already writing to have this modified.

Even though I have hit stone wall after stone wall in getting My two Sen from Cali on board with this. I will do everything I can to get this modified.

With today being the 20th Anniversary, My eyes and ears are pointed at Our Nations Capital, where I hope to hear that the Commander and Chief has done the right thing and recognized The Cold War Veterans, ALL of us.

Should the Commander and Chief not do the right thing, then I will double My efforts in doing what I can to get this modified.

Hey folks its a shame the KDVA is in morning they could have pointed our that they had to keep fighting to include folks after the medal was granted, those members first excluded must have vented yet they rallied and as the KDVA all pushed to include as many members they could get for the award nothing is perfect from the start and most all needs following work to be done.

I was in the { reserves } and I resent the blanket coverage as well those of you acting like this was in place prior Dr. Tims,Sean and Jerry pushed,sweated and fought for all working to get a medal bill to the table as well warned about the plight of KDVA having to keep the battle going from the start of this group oh and remember VM how well did that work ?

Venting is one thing to keep up accusing and saying this was a plan of action from the start even after you were warned about the politics as well getting the foot in the door and that this could happen just trying to get the foot in the door is IMO your being off course, I have spent from April getting our group on newsvine and more into the public eye its not done over night and that pales compared to what Frank T,Sean,Jerry,Paul & Dr.Bob as well others is this how you express thanks ?

It takes alot of hard work getting support from folks while you compeating against other groups Jerry has spent near three years getting  Senator Snowe to offer this after the last bill died its not perfect yet its alot freaking better than a BIG FAT ZERO !

I am so glad you folks have made the choice to be supportive and push forward on your own while stepping on the toes of those who kept it going and brought life to it again how to say thanks and we are with you for the long haul yup form your own group and then what come to these folks and ask for support and I am sure the Congress & Senate members shall be willing to jump right on board also seeing how supportive your being ?

Well I wonder if those folks that busted their ass off in your behalf did the best they could truly earned being dumped on you really belive that, as well how to say thanks to the Congress & Senate members who are being supportive to give this life once more do you know how much you look like the spoiled child stomping their foot rather than the adult moving on to resolve the issues ?

I am having no second thoughts I will stand behind Dr.Tim, Dr.Bob,Paul, Jerry, C.C. Sean and whoever else stands with them to work on getting a more inclusive award not pissing on them, that solves nothing and gets us nowhere next get your venting done and over with here in the forum or please bring it out from the public eye unless you goal is to take a huge dump on this bill !

This forum has a contact {e-mail} other than airing the dirty laundry contact me its not like I'm doing anything important I have time to listen to the gripes, I must warn you if it just to vent blow of steam fine if its just personal attacks on members this has my clams steamed as it is and I know how to delete !

Nobody is forgetting our reservists in this organization.  Nor is our leadership paid so this forum is not critical to their survival, they are here because they believe in our cause.  And I disagree that medal criteria can not change.  As I mentioned before, the National Defense Medal was given out to only active duty troops during Korea and Vietnam, but was awarded to the reserve components during SWA (Kuwait) and the GWOT.  Also the Vietnam Service Medal criteria was expanded over the years, Veterans of the Balkans were originally denied the AFEM and then were awarded it, etc.  I have been associated with other military operations, but didn't make the cut of the criteria for a medal due to service length or geographical location.  And I have been on the reverse, I qualified for an Iraq Campaign Medal, but many of my troops in Kuwait that busted their ass working with vast amounts of explosives, wore full chemical gear during missile attacks, etc didn't rate.  I'll keep fighting for them as the Thailand veterans were initially denied the Vietnam Service Medal, but are now eligible.

Just don't strike out at your fellow Cold War veterans out of misplaced anger.

The American Cold War Veterans is a nonpartisan 501c nonprofit veterans service organization incorporated in the State of Florida and founded on August 18, 2007 at The Truman Library in Independence, MO. As a group we are dedicated to all of our Brother and Sister Veterans, with special dedication to those who served during the Cold War era September 1945 to December 1991. Our Mission is to bring respect, recognition and awareness to Veterans of the Cold War era no matter what branch of service, whether active duty, reserve or National Guard. We are committed to honoring the sacrifices made by millions of American men and women during the Cold War, especially those who paid the ultimate price of life or liberty. We intend to see that the Cold War's history is completely and accurately understood by people everywhere. We are united in these goals and speak with one voice.


NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.
