In searching The Cold War Medal on Wikipedia, I was reviewing the sub-notes therein.  I should state, I do not know how accurate Wikipedia is on this. I'll paraphrase what I have read, essentially it states several US Reps and US Senators have offered up legislation to issue the The Cold War Medal.  We all know this, but it goes on to state that a few Senators have blocked the legislation from an up or down vote. How can The ACWV Board or any of us determine who the "few" Senators are who are blocking it for an up or down vote.  Why block the legislation, if one thinks it will fail anyway.  See my point? If we got an up or down vote, bet it would pass.  My Senator from Arizona is fond of stating about Earmarks; "show me who they are and I'll make famous."Well, show us who the Senators blocking the CWM Legislation are and let's make them famous, after all, US Senators, unlike a US Reps. are the servants of all the citizenry, not just their respective states; so saith the US Constitution.jim811

I just updated the Wikipedia Cold War Medal Page:  http://en.wikipedia.org/wiki/Cold_War_Victory_Medal

* Update the current members in the House and Senate who supported the enactment of the medal and added HE 496 to the House table.  Even though HR496 was not a bill about the Cold War Medal, I added it because all 432 House Member voted "Yea" [with 2 not voting] stating:

That the House of Representatives--
1) recognizes the 20th anniversary of the fall of the Berlin Wall;

(2) celebrates 20 years of freedom from the bondage of communism with the people of the former communist countries; and

(3) acknowledges the symbolic triumph of democracy over communism.

About the "few Senators have blocked the legislation from an up or down vote"  I don't know who wrote this.

Jim, Since you are familiar with Wikipedia, can you find a good way to communicate the following on the Cold War Victory Medal wiki page? Maybe a new section or stand alone since it is differant and make sure it is seen as passing all three branches. I included the link to the official NDAA 2002 law at the dod site so you can point to it as reference on wikipedia. People need to know that all three branches of Gov. approved of it's creation as a Campaign Medal.

The NDAA 2002 was passed by congress October 2001 signed into Law Dec 28 2001.  In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

So as far as I am concerned it was authorized. Rumsfeld just did not create it.

Further note, is it legal or not to transfer the DoD language on the CWSM to the Wiki page?  I don't know.  It does say " should consider", not shall or will.  Let me know on this.

Scott, I agree on your read of the law.  There fore, Sec. Gates could create a CWSM now.

Ok, I have have updated the Wikipedia page on the medal with the most current knowledge of the medal from 2001 actions and also in 1998 actions. I have also included the references in the Laws.

No worries, Wikipedia is not so easy to deal with. The two sections I added about 1998 & 2002 are factual Law so I hope it stays up. But, there is much more we can add to it. I would like to add more about the actions before 1998 and actions in congress and what each house passed and how it got killed in Committee. In a sense the medal passed the congress technically but not legally in the end because when the final version thru both houses gets to committee, the DOD puts on its gloves and leans on the Committee till they strip it out.      

One thing that would help, is to take the Tables that show the past legis' by Bill over time in each congress and add a column that represents passage in that body, that would show what I am referring to, and what passed each house and when. Could add in the note on the right how it died in committee. That would give something more graphical that can be understood.
