I am writing this just so you do not overlook the chance to get Sec. Gates to act on a Cold War Medal.  Please view the post under ACWV "ASK SECRETARY GATES".  We are making great progress and need everyone's help.

Good heads-up reminder on a critical topic. If we want this, we gotta take the time to vote on getting our question on Dr. Gates' list. It's currently the top-ranked question, but it won't stay that way unless we vote.

As an aside, I wish that our question had included the phrase, "this year, the 20th anniversery of the fall of the Berlin Wall" (or words to that effect). Not quibbling; just think that it would have strengthened the argument just a tad (as to why THIS year, and not previous [or subsequent] years). Not a big deal in any event, though I do think we should ALWAYS emphasize the fact that this year - 2009 - is in fact a commemorative year of some note (and the perfect time to finally getting around to creating a Cold War Medal - Victory or Service).

The Cold War Medal question is slowly starting to drop and is now at 89.9%. Although it's still in first place I would like to ask folks to please keep at it since we still have 4 days left of voting. Not only do we want it to remain number 1 but we also want it to stay above 90% so we can send a clear message to Secretary Gates and DOD.

Just because its at the top of the list doesn't mean the answer will change.  Someone needs to contact Gates' office and arrange to provide background info to him on the issue (in person if possible) or at least in person to his Military Assistant.  If not, he will most likely do what most senior officials do - ask his staff to prepare a response for him on the issue.  They will go back and look at their files.  The answer will come back and it will be the same thing they have said for the last 20 years.  Duplicative award, not appropriate and already covered by other awards.  Don't assume that just because its at the top of the list anything will change.  You need to take this opportunity to rapidly get out in front of his staff and provide details on why this medal is important and remind him that Congress encouraged establishment of a medal several years ago.  Probably wouldn't hurt to mention that several of our Allies (Canada, Netherlands, and Australia at least as I recall) and Russia have awarded official Cold War Service Medals to their veterans.

I agree with the above.  The only problems I see with this is that the DoD and or Gates will bring up the cost issue again.  Where are they going to get the money to pay for this?  What or where will the DoD or the Congress cut out to pay for this?  Will the DoD allow us to buy the medal?  The DoD will never tell us what duplicative awards or other existing medals already cover the Cold War period regardless of where one served.  Maybe Gates should be asked what awards we are entitled to if it is already "covered."  Or they will bring up the Cold War Recognition Certificate.  This is the response I got from the NYS Chapter of the American Legion.  When I brought up the issue of the Legion supporting the Europe Defense Service Medal.  " You can apply for the Certificate of Recognition"; as was said to me by the NYS Chapter of the American Legion's Resolutions Committee Chairman, John Sampson.  Do not be surprised if our DoD says the same thing.

I don't think cost is an issue.  Most Cold War veterans are no longer on active duty.  1991 was almost 20 years ago.  The reality is that most will end up purchasing it themselves even though they would be entitled to a free medal through official channels.  Need to focus on the fact that this is the right thing to do - cost would be minimal at this point.  Who's ever in charge needs to very quickly start working this with Gates' staff or you will find out that you won the battle and lost the war.

I concur. The leadership should have a brief prepared and should contact Sec. Gates and present it ASAP.

FYI, I'm a Cold War vet and still a drilling Reservist and likely to do an AD tour again in the near future.

There are plenty of Cold Warriors still serving.

The American Cold War Veterans is a nonpartisan 501c nonprofit veterans service organization incorporated in the State of Florida and founded on August 18, 2007 at The Truman Library in Independence, MO. NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.
