I wrote a letter to Sec. of Defense, Gates, to ask him to support a CWSM on his way out of office.  Before Obama allowed him to stay on for another year.  I am not computer savvy.  So I do not know how to cut and paste.  I want to post a copy of a letter I received from the Dept. of the Army's military awards branch:

     This is in response to your letter of October 7, 2008, concerning issuance of a Cold War Service Medal.

Congress included language in the Fiscal Year 2002 National Defense Authorization Act authorizing the Secretary of Defense to consider issuance of a Cold War Service Medal.  However, after careful consideration, the Secretary of Defense has decided not to issue a Cold War Service Medal.  The Cold War is regarded as the period in history beginning at the end of World War ll until the collapse of the Soviet Empire in 1991.  A former Secretary of Defense authorized issuance of a Cold War Recognition Certificate to recognize all service members and federal cicilian employess who faithfully served the United States during the Cold War era.  We note that you received a Cold War Recognition Certificate in 2005.

     Although a Cold War Service Medal has not been authorized, you can be extremely proud of your faithful and dedicated sevice to our Nation during the Cold War period.

My comments;


They at least admit that there was a "Cold War."                                                                                    
 
How do they know that I can be "extremely proud" that I faithfully seved my country?

The drift I get is that even though I served my country as faithfully as a" federal civilian " did, too bad for you you are NOT getting a CWSM.

It seems like they just send out a "form letter" response on this Cold War Medal topic.

If you guy's wish to add any other comments, please do.

Well how about that. Perhaps someone should send the good Colonel a copy of President Obamas letter to us.
If nothing else it should start him wondering if he will ever get that bird on his shoulder..

Jon is absolutely correct.  Especially, after Obama gets in.  Congress's recommendation still stands as a matter of record.  Gates would have to act against Obama's wishes.  We need a serious letter writing campaign when Obama takes office (we need to include Obama's e-mail, too).  It would be nice if we could get a response from the President-elect's ; transition office as well.

I believe Dr. Gates will do the right thing.

Rob, your letter to Secretary Gates got "staffed."  He never saw the letter -- here is how it works.  Mail to SECDEF goes to his office and is reviewed by the staff of the EXECSEC (Executive Secretary), who is the traffic cop for correspondence -- he/she decides whether the SUBJECT matter requires the SECDEF's personal attention (99% of incoming does not) or whether it is to be "staffed out" (goes to a staff office for reply).  So your letter went to Army Personnel Command (the Alexandria, Virginia return address is miles from the Pentagon) and this is the same office that administers the certificate program.  Thus, you got the party line. 

"The Cold War is regarded as the period in history beginning at the end of World War ll until the collapse of the Soviet Empire in 1991." 

JUST A PERIOD IN HISTORY.  Like the Great Depression or the Industrial Revolution, or the Roaring Twenties.
Someday, they may speak of the GWOT as a "period in history."

We need to get to someone above the LTC's pay grade -- someone who can think outside the bioler plate.  That means US Senators and media people.  We have to change the thinking of important people, and that will take a long-term campaign.

Yes, I got the same type of 'staffed' response when I wrote to President Obama recently.  Has anyone received a response on the subject from the President?

Well, I wonder if the Lt Col's attitude is shared by many other staffers in D0D.  Just a period of history, is that correct.  Men in uniform died in the service of our country during the Cold War Period.  Lt.Col. it was not "just a period of history" for them whom we honor.  They gave all.

NDAA 2002 - FACT


The NDAA 2002 was passed by congress October 2001 signed into Law Dec. 28 2001, In the NDAA that was approved by both houses, signed into law by the President, was the Sense of Congress to authorize the Campaign Medal for service in the Cold War.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

115 STAT. 1118 PUBLIC LAW 107–107—DEC. 28, 2001 Code, that the award of the Distinguished Flying Cross to that individual is warranted and that a waiver of time restrictions prescribed by law for recommendation for such award is recommended.

SEC. 556. SENSE OF CONGRESS ON ISSUANCE OF CERTAIN MEDALS.
It is the sense of Congress that the Secretary of Defense should consider authorizing—

  1. the issuance of a campaign medal, to be known as the Korea Defense Service Medal, to each person who while a member of the Armed Forces served in the Republic of Korea, or the waters adjacent thereto, during the period beginning on July 28, 1954, and ending on such date thereafter as the Secretary considers appropriate;

  2. the issuance of a campaign medal, to be known as the Cold War Service Medal, to each person who while a member of the Armed Forces served satisfactorily on active duty during the Cold War; and

  3. the award of the Vietnam Service Medal to any member or former member of the Armed Forces who was awarded the Armed Forces Expeditionary Medal for participation in military operations designated as Operation Frequent Wind arising from the evacuation of Vietnam on April 29 and 30, 1975.


The Medal was not created! Why?
